Meta adds exclusion-only custom audiences to Ads Manager

Exclusion-only custom audiences are now available in Meta's Ads Manager as a distinct customer list type, built solely to remove people from an ad audience. Meta's announcement notes that unlike a regular custom audience, an exclusion-only list "cannot be used to include people in your audience." The company built the feature for advertisers who want to avoid serving ads to groups such as people who have opted out of their services or are already self-excluded, people under a legal or regulatory obligation not to be targeted, and audiences an advertiser wants a permanent guardrail against accidentally including. Once created, an exclusion-only audience cannot be turned into a regular custom audience.
Suppression and opt-out lists get a format that cannot double as an inclusion list by mistake, since an exclusion-only audience locks in its one-way function the moment it is created. Compliance and legal exclusion lists built inside the same customer list tool as acquisition audiences carry a standing safeguard against being flipped to include the people they were meant to exclude. Meta ties the feature to broader goals of sharper ad-targeting practices and lower wasted ad spend.
