Lagos households selected for Nigeria's new television audience panel will start receiving 36GB of mobile data a month, an incentive valued at about N11,000, for hosting Peoplemeter devices and data-enabled routers that capture viewing automatically. The rollout, announced by Information Minister Mohammed Idris through ARCON Director-General Olalekan Fadolapo at a Lagos briefing, marks the first phase of the National Broadcasting Commission's audience measurement system, run under the FreeTV brand and built on First Media and Entertainment Integrated Limited's GARB technology. Patrick Gomes, COO of FMEIL, said a quarterly incentive will follow, scaled to each household's compliance with measurement requirements. The panel draws on the 7,000 Lagos households recruited from a 2023 Establishment Survey that covered 60,000 households nationwide, following a proof-of-concept pilot presented to stakeholders in Abuja in 2024.

Advertising deals in Nigeria have run for years on diary-based estimates that lag real viewing behavior and leave room for dispute. Passive, daily-transmitted data from Peoplemeter households gives buyers a currency closer to what agencies use in more mature TV markets, with Abuja, Port Harcourt and Kano set to join the panel in phase two and the remaining geopolitical zones in phase three. Campaigns planned against Lagos inventory now have a measurement standard to benchmark against, though coverage remains partial until later phases land.
