Meta adds digital services tax fees up to 5% for ads in six countries

A $100 campaign delivered to Italy will cost $103 under new fee rules Meta emailed to advertisers, with VAT calculated on top of that total. The location fee takes effect in May and moves to full billing on July 1, applying in six countries at rates that match each government's digital services tax: 3% in France, Italy and Spain, 5% in Austria and Turkey, and 2% in the U.K. The charge is triggered by where an ad is delivered, independent of the advertiser's billing address or account country, and it is billed in addition to the campaign budget, so total charges exceed the amount shown in Ads Manager. Meta had previously absorbed these tax costs itself; Google and Amazon already charge similar fees, with Amazon's Regulatory Advertising Fees dating to August 2024.
Media plans built against historical CPMs in France, Italy, Spain, Austria, Turkey or the U.K. will now understate true cost by the local DST rate, plus VAT on the fee itself. Agencies managing pan-European accounts face a patchwork of surcharges that shift with each country's tax policy, mirroring the fee structures Amazon and Google already apply. Budget tools and client billing models built around Ads Manager spend totals will need updating to capture the location fee as a separate, variable line item.
